"Semantically equivalent", in respect to a blog entry's content items, means that they're essentially replacable with each other. That is, they're in different formats or languages, but all express the same basic thing.
The key point is that you can't have one content item with a story in it and another with an illustration. For this you might want to use something like mime/multipart (see MimeContent).
