Dave, permit me to ask what this is for?
My first preference remains that I could HTTP 301 redirect my rss.xml.
My second preference would be for an element to be contained within an RSS feed that might be ignored by some but perhaps detected by others. Other items in the feed could suggest to human readers that they should take an action.
Replacing the rss.xml with something entirely non-RSS means that I have a solution that only works with aggregators which understand this format.
