Wow that would rock. Of course, some control would be lost of the core libraries... but hopefully they would just get better. I guess my concern would be that there would be all kinds of 'undocumented' features that would start popping up in the libraries.

IBM's Rod Smith writes an open letter, Sam Ruby links to it, linux today has some stupid comments, all prompted by an open letter from Eric Raymond. This would rock, but given that it's an open letter, as opposed to the suits at each company talking directly, suggests it's more of a publicity stunt than a serious business proposal.
