Apologies for not replying to Roger's blog, but I can't seem to comment there.
Roger, the "consensus that resulted in forward motion" was to spec REST first and derive SOAP and XML-RPC APIs from that. The SOAP folks stepped up and produced "camera ready text" for use in the spec. The XML-RPC folks haven't done that yet.
